AGENDA CAPTION:

Consider Action on a Resolution Authorizing the City Manager to Execute Easement and Property Acquisition Documents Necessary to Construct Public Improvements Associated with the Airport Parkway and Keller Springs Reconstruction Projects.

BACKGROUND:
City Council approved a new Master Transportation Plan in November of 2016 that provided a long-term vision for the transportation network for the Town.

On November 5, 2019, Addison voters approved Proposition A that included $12.9 million in General Obligation bonds for the reconstruction of Keller Springs Road from Dallas North Tollway to Addison Road and $9.4 million for the reconstruction of Airport Parkway from Dallas North Tollway to Addison Road.

These projects will incorporate Master Transportation Plan elements which will require the acquisition of parcels of property along the roadways that consist, for the most part, of areas to expand the current right-of-way to accommodate the wider sidewalks, the addition of medians, and buffer areas associated with the projects. The right-of-way acquisition process will begin pending approval of this Resolution.

Jacobs Engineering was selected and approved by Council for the design of the Keller Springs and Airport Parkway projects in December of 2019. Their scope of work included the easement and right-of-way acquisition that would be required as a part of the projects.

The land acquisition process will consist of the following:
  • Introduction letters and Property Owners Notification
  • Right-of-way surveys
  • Appraisals
  • Negotiations
  • Acceptance
  • Execution of Documents
  • Condemnation (if necessary)
This process has been followed for recent projects.  Staff is requesting that the Council authorize the City Manager to sign the purchase documents for properties where the project will require additional right-of-way.
RECOMMENDATION:
Administration recommends approval.
