AGENDA CAPTION:
Present, Discuss, and Consider Action on a Resolution to Approve a Professional Services Agreement with Kimley-Horn and Associates to Perform Professional Services and Engineering Design of the Bella Lane Extension to Alpha Road in the City of Farmers Branch and Authorize the City Manager to Execute the Agreement in an Amount Not to Exceed $499,600.
BACKGROUND:
Based on staff direction, the consultant, Kimley-Horn has prepared a professional services agreement for the amount of $499,600. A comprehensive breakdown of their service fees can be found in Exhibit B of the agreement. The scope of work includes the design of a new roadway connecting the Vitruvian Park development with Alpha Road and Brookhaven College, and a regional detention pond. 

The new facility will be located primarily within the City of Farmers Branch on Brookhaven College property, but will have a northern connection at Vitruvian Park within the Town of Addison. The proposed new roadway limits along the Alpha Road Connector corridor will include Bella Lane from Farmers Branch to its proposed extension terminating at Windmill Circle, which is the campus ring road at Brookhaven College. The corridor also extends east-west from a proposed traffic circle at Bella Lane to Alpha Road. The project roadway will also cross Tributary 1 of Farmers Branch Creek. Limits also include the Alpha Road Mini Park as well as the area for a newly proposed detention pond adjacent to Alpha Road and the unnamed tributary. It is anticipated that the crossing of the unmanned tributary of Farmers branch Creek and associated floodplain will require a multi- span bridge structure. The tasks will include:
 
  • a survey,
  • easements preparation,
  • jurisdictional & cultural  assessments,
  • a nationwide permit memo,
  • coordination with Texas Historical Commission,
  • subsurface utility engineering, geotechnical investigation,
  • roadway design,
  • illumination,
  • pavement markings,
  • a floodplain study & hydraulic analysis,
  • storm drainage design,
  • detention pond plans (the analysis and location has already been performed through another consultant; and 
  • the traffic circle and bridge design.

The consultant will also provide development of the construction documents, bidding services and construction administration support to the Town during construction phase. The design is expected to take approximately 6 months to complete. The design will be paid for with funds set aside for the Vitruvian Development. 
RECOMMENDATION:
Administration recommends approval.
