AGENDA CAPTION:

Consider Action to Approve the Purchase of Replacement Self-Contained Breathing Apparatus and Necessary Accessories from CASCO Industries in an Amount Not to Exceed $267,573.15.

BACKGROUND:
Self-Contained Breathing Apparatus (SCBA) are required personal protective equipment that provide firefighters a safe breathing air supply when they enter hazardous environments.  The Fire Department is replacing the current SCBA due to the wear and tear over eight years of use, and the manufacturer’s decision to cease production of replacement parts.  Having reliable SCBA and the necessary accessories is essential to meeting the service needs of our citizens and the life safety needs of our firefighters.  It is important to replace all inventory at one time for component compatibility.
 
The Fire Department applied for the Fiscal Year (FY) 2019 Assistance to Firefighters Grant (AFG) through the Department of Homeland Security to cover a portion of 25 SCBAs plus 30 additional masks to outfit all firefighters. Fire staff received notice on July 31, 2020 that our application was approved for federal funding in the amount of $180,952.38.  As a condition of the grant, the Fire Department is required to contribute non-federal funds equal to or greater than 5% of the Federal funds awarded.
 
On August 25, 2020, Council approved acceptance of the AFG.  Staff notified the Department of Homeland Security of the acceptance on August 26, 2020.
 
The total needed replacement items for this project are comprised of 28 replacement SCBAs (includes a harness/backpack, bottle, and mask) to provide one SCBA for each seated position; 30 additional masks to outfit all firefighters with a personal mask; and, various accessories necessary for implementation.  The AFG award does not cover the full cost of this project, so locally budgeted funds, totaling $86,620.77 will be utilized to round out the full project cost.  
 
The Town will make this purchase using Buy Board Purchasing Cooperative, Purchasing Contract #603-20 with CASCO Industries.  The total cost to replace our SCBA and the necessary accessories under this contract is $267,573.15.  After utilizing AFG funds, the Town would owe the difference of $86,620.77. 
 
Funding source 1: FY2019 AFG $180,952.38
 
Funding source 2: Town of Addison $86,620.77 (includes Addison’s required Share cost of $9,047.62).  Funding Source 2 is made up of Addison’s Capital Equipment Replacement Fund and the Fire Department’s Operating budget.
 
The equipment has an expected 3-month delivery time.
RECOMMENDATION:
Administration recommends approval.
