AGENDA CAPTION:
Present, Discuss, and Consider Action on a Resolution to Approve an Interlocal Agreement with The City of Farmers Branch and Dallas County Community College District for the Construction of the Alpha Road Connector Project/Bella Lane Extension and Authorize the City Manager to Execute the Agreement.
BACKGROUND:
The purpose of this interlocal agreement (ILA) between the Town of Addison, Dallas County Community College (DCCCD) and City of Farmers Branch is to facilitate the construction of the Bella Lane extension from the Vitruvian development through Brookhaven College in Farmers Branch to Alpha Road as required by Phase IV of the Amended and Restated Master Facilities Agreement between the Town and UDR, Inc. 
 
Negotiations on the ILA initially began in 2013 and occurred off and on over the next few years.  At the May 14, 2019, Town Council meeting, an ad-hoc committee was appointed to reopen a dialogue between the Town and Farmers Branch to consider opportunities between the two communities for shared services (i.e. sharing of library services, senior center services, etc.) and potential infrastructure projects that would benefit community stakeholders in both communities (like the potential extension of Bella Lane from the Vitruvian area to Alpha Road).  The Town’s appointed members consisted of Mayor Joe Chow, Councilman Tom Braun, Mayor Pro Tempore Lori Ward, and City Manager Wes Pierson. 
 
As a part of the discussions between the Town, Farmers Branch, and DCCCD, conditions were set to facilitate the construction of Bella lane from the Vitruvian Development to Alpha Road.  One of these conditions was that the Town would construct a detention pond to “satisfy any past, present and future obligations for Addison’s and VPDEV’s drainage impact on the Farmers Branch drainage area relating to development of Vitruvian Park.”  Additionally, all ROW and Easements required for the construction of the roadway and detention pond will be granted by Brookhaven College at no cost. 

The scope of work includes the design of a new roadway connecting the Vitruvian Park development with Alpha Road and Brookhaven College and a regional detention pond. 

On September 8, 2020, the agreement was approved by the DCCCD Board of Trustees and Farmers Branch Council has given their City Manager the authority to execute the agreement once approved by The Town. 

This project will be paid for with funds set aside for the Vitruvian Development. 
RECOMMENDATION:
Administration recommends approval.
