AGENDA CAPTION:

Present, Discuss, and Consider Action on a Resolution to Amend to the Town’s Naming and Recognition Policy.

BACKGROUND:

At the July 14, 2020 Council meeting staff presented a review of the Naming and Recognition Policy, which was adopted in November 2017.

The reason for the presentation was because the Naming and Recognition Policy addresses the naming or renaming of structures, parks, trails and other Town-owned facilities*. The current policy gives guidelines for the naming of a facility to recognize a contribution. However, it needs to include more direction regarding the following points:

There is a lack of clarity regarding acceptance and recognition of small donations made that are not associated with the naming of a facility;
It does not align or support current fundraising methods implemented by non-profits to solicit funds on behalf of the Town;
It does not address how the naming of a park after an individual is recognized or significant service is recognized, although there are standards being implemented; and
It needs more detail in defining the process for naming and renaming facilities.

* Note, the word facility is used throughout this discussion and refers collectively to the terms structures, parks, trails and other Town-owned facilities.

During the July presentation, Council requested that staff bring a resolution for consideration and to include information regarding the following items:

Ensure other Town policies do not conflict with the Proposed Naming & Recognition Policy.
Consider how other recognition items currently implemented in the Town would fit in this policy.
Consider the plaque measurements to determine if they are not too prescriptive.

Staff will make a presentation addressing those items and highlight any changes that were made to the proposed policy between what is presented in July 2020 and what is being proposed for consideration by Council. Staff has attached a redline version of the Naming and Recognition Policy that identifies additions to the current policy in red. Changes made to the proposed policy after the July presentation are identified with a double underline.

RECOMMENDATION:

Administration recommends approval.
